Codex CLI 0.165.0 adds a Google Cloud Vertex AI provider

Codex CLI 0.165.0 adds a built-in Vertex AI provider set with model_provider = "gcp" and adds GPT-6.1 Terra to the model catalogs. It also turns on reasoning effort changes during a conversation by default and makes memory v2 the default for fresh profiles.
