Codex CLI 0.164.0 adds /presets and inline /model arguments

Codex CLI 0.164.0 adds ten numbered /presets slots for reusable prompts and slash commands. It also lets users set model, reasoning effort, speed and permission profiles with inline /model and /permissions arguments, and enables the Amazon Bedrock setup wizard by default.
