GitHub reported Copilot code review failures for about 3 hours

GitHub said about 70% of requested Copilot code reviews did not complete in all environments, and users had to re-request a review from their pull request. GitHub fixed it by reverting a change. It's resolved.

What to do:: Retry any request that failed during the incident.
